纪世瀛北京市应用科学研究院院长,北京民办科技实业、中关村电子一条街的创始人之一,原系中围科学院物理研究所高级工程师,从事核聚变工程研究,1980年10月23日和陈春先、崔文栋一起创办了北京第一家民办科技机构——北京等离子体学会先进技术发展服务部,1986年创建了北京市理化应用技术研究所,建立了试验厂。1988年在北京主管科技副市长陆宇澄同志和市科委、市编委、市人大的支持下,由4个民办研究所(即:北京市理化应用技术研究所、北京博达技术研究所、北京东方振动与噪声技术研究所、北京现代通信与电子技术研究所)联合成立了第一家民间的自收自支的集体所有制研究院——北京市应用科学研究院,由大家推荐,市、区科委任命纪世瀛同志担任院长,主持院务工作。
