2010年,我国铁路建设规模达7000亿元,按照《中长期铁路网规划》,今后几年仍是铁路建设的高峰期,而且建设规模将不断扩大。与此同时,巨额的资金规模倍受政府、出资者、社会各界的关注。本文首先阐述了铁路建设资金预算管理存在的问题,然后分析了产生的主客观原因,探求有针对性的应对措施,以促进铁路建设资金预算管理的有效执行,控制建设资金风险。
In 2010, the scale of railway construction in our country will amount to 700 billion yuan. In accordance with the “Medium and Long-term Railway Network Planning”, the railway construction will still be the peak in next few years and the construction scale will continue to expand. At the same time, the huge amount of funds greatly attracted the attention of the government, investors and the community. This paper firstly elaborates the existing problems in the budget management of railway construction funds, then analyzes the subjective and objective causes and probes into the pertinent countermeasures so as to promote the effective implementation of the railway budget management and control the capital risk.
