“三个代表”重要思想对推动新时期劳动保障工作具有重要的指导意义。近年来,在学习实践“三个代表”中,福州市劳动和社会保障系统牢牢把握生产构成中的主体要素,以人为本,建立市场导向的就业机制,实现生产要素与人力资源的重新整合、最佳配置。营造社会各界关注再就业、下岗失业人员自强自立的良好氛围,抓好基础设施建设,大力加强劳动力市场建设,适时出台帮扶政策,对在社区服务领域就业以及从事个体劳动的灵活就业人员,采取妥善的社会保险接续办法。通过几年的实践,基本形成了“劳动者自主择业、市场调节就业、政府促进就业”的市场就业机制。全市已建立19个规模较大的劳动力市场综合服务场所,25个重点社区就业示范点已全部实现信息联网,劳动力市场联网率达98%,建网数和覆盖面位居全国、全省前列。市、区、街道、社区四级就业和劳动保障服务体系初步建立,全市累计有22.36万人次
