山西省电力工业局于1985年开始在全省电力工业系统内试行工资总额包干,经过三年的实践,取得了较好的成效。包干后,增人不增资、席人不减资,既有利于行政机关精减人员,解决人浮于事、办事拖拉的问题,又有利于企业单位压缩非生产人员,提高劳动生产率。如工资包干前,全局全员劳动生产率25.871元,包干后的1987年达到34,133元,三年提高31.94%。虽然近几年工资多次调整,工资总额增长较快,但包干后全局每千千瓦时售电成本中的工资含最仍逐年有所降低(1987年比1985年降低了8.35%)。同时,包干后全局系统内年人均工资比包干前增长16%之多,使职工真正尝
