现在,世界上公认的人才观是不仅要培养本国人才,还要竞争世界人才,广纳天下人才为我所用。世界各国在竞争人才时主要采取以下手段。第一,人才移民。世界各国普遍把人才移民作为非常关键的一个手段,很多国家都有移民局。新西兰称,不能把移民当做补充人口的一个手段,而是要作为吸引人才的一个手段。欧洲一些国家,如英国、德国、法国都修改了移民入籍的法律制度。
