武汉市建工企业实行百元产值工资含量包干办法以来,促进了施工任务的完成,初步解决了企业吃国家“大锅饭”的问题。但是,该办法在实施过程中也存在着许多弊端,一方面企业所得和职工收入大幅度增长,另一方面国家所得却逐年下降,职工平均工资增长超过劳动生产率的增长,某些企业片面追求产值,忽视工程竣工和工程质量。1987年尽管在市属预算内建工企业中,实行了各种形式的承包经营责任制,将上交所得税、固定资产增值、质量、安全指标与职工个人收入挂起钩来,稳定了建筑队伍,但没有从根本上解决百元产值工资含量包干办法和企业本身
