党的十五大的主题是:高举邓小平理论伟大旗帜,把建设有中国特色社会主义全面推向二十一世纪。江泽民在政治报告中强调指出“旗帜问题至关重要。旗帜就是方向,旗帜就是形象。坚持十一届三中全会以来的路线不动摇,就是高举邓小平理论的旗帜不动摇”。“全党在这个问题上尤其要有高度的自觉性和坚定性。”要解决自觉性和坚定性的问题,就要充分认识其历史地位。笔者认为,关于邓小乎理论的历史地位,应确立以下几个方面的观念:

Jiang Zemin emphasized in his political report that “the banner issue is of the utmost importance. The banner is the direction and the banner is the image.” The unswerving line since the Third Plenary Session of the 11th Central Committee of the Party holds high the banner of Deng Xiaoping Theory. “In particular, the entire party should have a high degree of consciousness and determination on this issue.” To resolve the issue of consciousness and determination, we must fully understand its historical status. The author believes that Deng Xiaoguai theory on the historical status should establish the following aspects of the concept:
