几年来,水电部按照国家对基建改革的要求,从改革基建现行体制着手,推行招标承包制,对葛洲坝二期工程、鲁布革水电站引水工程和以后陆续开工的石塘、岩滩、水口、漫湾和五强溪等水电站实行投资包干和招标投标,成立了甲方管理单位,负责这项工作。其他在建水电站,则采取由原水电总局与工程局实行内部投资包干办法。从此,水电基建管理体制开始改变自营、扩大总承包的经营方式,在改革道路上迈出了第一步。据了解,鲁布革引水系统、石塘、岩滩、水口和漫湾等水电站,到1986年底采取公开招标或议标的分项工程已有24项,其中有三通一平的公路、桥
Over the past few years, the Ministry of Electricity and Water Resources, in accordance with the state’s requirements for infrastructure reform, proceeded with the reform of the current infrastructure system and implemented the bidding and contracting system.
