面对21世纪的挑战,学校教育迫切需要完成从应试教育向素质教育的转轨。联合国教科文组织早在70年代就提出:“教育的目的在于使人们学会生存,学会发展。”《中华人民共和国教育法》第一条明确指出制定本法的依据是“为了发展教育事业.提高全民族的素质。”
