本研究分析了1992-2002年期间民主措施与因特网普及之间的关系,探讨了因特网在全球范围内对民主的影响。我们分析了1992-2002年的所有数据,发现因特网的应用对民主的影响并不是特别大,只是到了2001年和2002年,这个影响才大了起来。我们推测,这是2000年时因特网的迅速普及带给民主的变化,所以我们认为只是最近因特网才成为了民主化的正面推动力量。但是这一结论并不适用于全球,我们发现有些地区并不喜欢因特网与民主之间的正相关关系,这就意味着因特网可能成为民主的手段,也可能成为专制的工具。
This study examines the relationship between democratization and Internet penetration during 1992-2002 and explores the Internet’s global impact on democracy. We analyzed all the data from 1992 to 2002 and found that the impact of the Internet on democracy was not particularly large. It was only in 2001 and in 2002 that the impact was huge. We speculate that this is a democratization change brought about by the rapid popularization of the Internet in 2000, so we think it is only the recent Internet that has become a positive driving force for democratization. However, this conclusion does not apply to the whole world. We find that some regions do not like the positive relationship between the Internet and democracy. This means that the Internet may become a democratic tool and may also become an authoritarian tool.
