目的为加强来自境外的艾滋病病毒感染者和病人入境后的医学监管提供初步构想。方法通过对以往发现的来自境外的艾滋病病毒感染者和病人的情况进行分析,借鉴国内的管理经验,提出有关措施和努力方向。结果来自境外的艾滋病病毒感染者和病人入境后须遵守中国的有关法律。有关政府部门要加强合作,对他们分类采取定期追踪、体检、观察等方式进行医学管理。结论我们要重点加强对入境短期旅游、经商和属于边民的境外艾滋病病毒感染者和病人的监管,同时应努力加强专业队伍建设,规范医学管理,制订相关法规,促进跨境人口安全流动。
Objective To provide preliminary ideas for strengthening the medical supervision of HIV-infected persons and patients coming from overseas. Methods By analyzing the past cases of HIV-infected persons and patients from outside the country and using domestic management experience for reference, we put forward relevant measures and directions for our efforts. As a result, people living with HIV and patients coming from outside China must abide by the relevant laws of China. Relevant government departments should step up cooperation and categorize them regularly to conduct medical management in the form of regular follow-up, physical examination and observation. Conclusions We should focus on strengthening the supervision of short-term overseas travelers, businesspeople and people living with HIV / AIDS outside the border areas. At the same time, we should make every effort to strengthen the building of a contingent of professionals, regulate medical administration, formulate relevant laws and regulations, and promote cross-border population security.
