〔编者按〕为贯彻国务院召开的全国水利。作会议精神，市政府飞1996年11月5日召开了全市水利建设动灭大会。会上段强副市长传达了李鹏总理的重要指示和姜春云副总理的报告精神。岳福洪市长助理结合我市的实际情况做了动员报告，水利部部长钮茂生和代理市长贾庆林作了重要指示，
[Editor’s note] For the implementation of the State Council held a national water conservancy. For the spirit of the meeting, the municipal government held on November 5, 1996 to mobilize the city’s water conservancy construction conference.
