等级规则与双轨制的结合是中国收入分配差距扩大趋势难以扭转的根本原因。这并不是平行或平等的双轨,而体现了中国传统社会的等级规则。等级越高获得资源越多,收入也就越高;从上到下的等级结构决定了从富到穷的收入分配格局,等级规则无论与计划结合还是与市场结合都会形成一种自我强化机制,扩大收入分配不平等的基础。因此,要改变目前的收入分配结构,就要实现由等级规则向产权规则的转变,废除等级规则赖以存在的双轨制以及把最高与最低收入比例限制在合理的范围之内。
