决策是管理的核心内容,贯穿于发现或提出问题、研判分析问题、圆满解决问题的全过程。领导干部的决策是否科学,关系到一个部门乃至地区的发展,意义重大。实际工作中,仍有一些地方存在领导决策权力失控问题,决策好大喜功、缺乏前瞻性、没有连贯性等,影响了党和政府的公信度,为地方经济发展带来损失,因此,具有科学决策能力已经成为一个合格领导者的必备条件。只有尊重客观发展规律,熟悉科学决策理论,采用科学决策方法,遵循科学决策程序,才能做出科学正确的决策。这就要求领导者必须具有科学决策的意识、科学决策的素质和科学决策的方法。本文客观分析了领导决策缺乏科学性甚至导致决策失误的主客观原因,提出了提高领导干部科学决策能力的建议。
Decision-making is the core content of management. It runs through the whole process of finding or raising questions, judging and analyzing problems and satisfactorily solving the problem. Whether the leading cadres’ decisions are scientific or not depends on the development of one department or even the region. In actual work, there are still some places where there is a problem of losing control over the decision-making power of the leadership, the great success of making decisions, the lack of forward-lookingness and the lack of continuity, which have affected the credibility of the party and the government and brought losses to the development of the local economy. Therefore, Has become a prerequisite for a qualified leader. Only by respecting the law of objective development, being familiar with the scientific decision-making theory, adopting scientific decision-making methods and following the scientific decision-making procedures can we make scientific and correct decisions. This requires that leaders must have the awareness of scientific decision-making, the quality of scientific decision-making and scientific decision-making methods. This paper objectively analyzes the subjective and objective reasons for the lack of scientific decision-making of leaders and even the failure of decision-making, and puts forward suggestions on how to improve the scientific decision-making ability of leading cadres.
