A correct understanding of the nature of the company being run is a prerequisite for discussing the relationship between the company and the institute. The enterprises run by them are the product of the in-depth development of the reform of the science and technology system. The reform of the science and technology system has gradually turned the institute, which is in a closed and semi-closed state, into an open system; the funding for the Institute’s scientific and technological activities has changed from relying solely on state funding to become partial or fully self-sufficiency; the scientific research task has changed from superior to major. The competition mechanism strives for the country and the enterprise; the production technology of scientific and technological achievements, proprietary technologies, and scientific and technological products has changed from providing the society to the business for free in the past.
