以1994年政府机构改革和职能转变以及分税制财政管理体制改革为标志,我国财政监督事业开始进入一个新的发展时期。短短10余年,在人类历史长河只是一瞬间,但对全国财政监督工作而言却具有非常重要的历史价值和纪念意义。新中国成立以来,财政监督工作几经变革,于1994年迎来了新的发展时期。这一时期,广大财政监督工作者抓住机遇、迎接挑战,积极探索,克难奋进,开创了今天财政监督工作的良好局面:监督成效显著,十余年来,财政监督工作为国家挽回经济损失数千亿元;财政监督机制建设稳步推进,监督理念、监督方式方法不断创新;法制建设不断加强,立法不断推进,执法不断规范,依法监督水平不断提高,法制观念深入人心;理论调研和国际交流蓬勃发展;监督机构建设不断推进,监督队伍素质不断提高。财政监督工作的良好发展局面和当前的社会经济发展形势又促使财政监督工作迎来了新的发展机遇。正如耿虹局长在此次全国财政监督工作会议上所提出的:“现在和今后一段时期是财政监督发展的最佳时期。”可以说,财政监督工作正迎来千载难逢的战略发展机遇。在这一关键时刻,财政部于3月28—29日在西安召开了此次全国财政监督工作会议。中央和地方财政监督工作者齐聚一堂,共同回顾近年采财政监督事业快速发展的脉络和历程,共谋新时期财政监督工作的发展方向和思路。回顾过去是为了总结经验和规律,指导今天的工作;展望未来是为了看清发展方向,规划明天。本刊以历次全国财政监督工作会议为主线,特别策划了《六次会议六座丰碑——2007年全国财政监督工作会议纵深报道》专题版块,总结十余年来财政监督发展的经验,分析未来发展方向,以期更好地宣传此次会议精神,与广大财政监督工作者共同探讨、领会、贯彻本次会议的精神实质。

The good development of financial supervision and the current situation of social and economic development have prompted the financial supervision to usher in new opportunities for development. As Secretary Geng Hong put forward at this national financial supervision conference: “The best period for the development of financial supervision is now and for some time to come.” We can say that financial supervision is ushering in a once-in-a-lifetime strategic opportunity for development. At this crucial juncture, the Ministry of Finance convened the national financial supervision work conference in Xi’an on March 28-29. The central and local financial supervisors gathered together to review the context and history of the rapid development of the fiscal supervision in recent years and to seek common directions and ideas for the financial supervision in the new period.
