莆田县享受公费医疗对象手中“发票”增多的问题,目前已得到解决。这是该县从今年起实行以“发证、定点、挂钩、记帐”为主要内容的公费医疗管理制度改革的初步成果。为控制医疗经费过快增长,莆田县卫生、财政部门曾采取一些办法,但效果不够理想。在总结经验的基础上,两部门联合制定了“发证、定点、挂钩、记帐”办法,并经县政府批准执行。办法的主要内容是:
