西部大开发战略的实施 ,给西部的干部群众以巨大的机遇与挑战 ,抓住这一机遇并与之落实 ,亟待强化我们的改革意识。这既是西部的客观实际 ,也是总结东部沿海二十年来经济发展的经验。强化改革意识 ,就可以加快制度创新 ,营造良好的投资与发展环境。这就必须 ,一要转变观念 ,倡导双赢思维。二要统筹兼顾 ,照顾各方面的积极性。三要深化机构改革 ,从严治政 ,求真务实 ,真抓实干 ,发挥自力更生、艰苦奋斗的延安精神 ,学习当年特区人的拓荒牛精神 ,少说多干 ,闯出一条有中国特色的西部开发之路。
The implementation of the strategy for the great development of the western region has given tremendous opportunities and challenges to the cadres and people in the western region, seized this opportunity and implemented it, and urged us to strengthen our awareness of reform. This is both an objective reality in the west and an experience in summing up economic development in the eastern coast over the past two decades. Strengthening the awareness of reform can speed up system innovation and create a favorable environment for investment and development. This must, first, change concepts and advocate win-win thinking. Second, we must take all factors into consideration and take care of enthusiasm in all aspects. Third, we must deepen the reform of our institutions, administer the government strictly, be pragmatic, take practical hard work, exert the Yan’an spirit of self-reliance and hard work, and learn about the pioneering spirit of the people of the SARs in that year. Speak less and do more to break with the development of the western region with Chinese characteristics the road.
