“在互联网上没有人知道你是条狗”,这是句被口口相传说了千百遍的“真言”,精确地描绘出互联网的特点:自由和匿名。但这样的潜规则很可能被打破,近日,中国互联网协会证实,协会已成立“博客研究组”,专门研究博客实名制的工作。中国互联网协会行业自律工作委员会秘书长对外确认了他们正在推进博客实名制的消息。一旦该政策付诸实施,那些登记在册的博客们必须在后台如实记录个人数据,包括姓名、性别、出生年月、身份证号码、联系方式和常住地等真实信息。该政策将作为信产部拟定相关法规规范博客管理条例中的一项内容,其初衷是为消除博客中侵权、隐私等大量涌现的问题。当博客热正在散去的时候,实名制政策的出台可能将加速其归于平寂。信息产业部有了酝酿出台博客实名制等相关政策之意。对于行业主管行政部门的做法,中国互联网协会行业自律工作委员会秘书长认为“博客实名制”是一个解决办法,网络言论自由不等于可以胡说八道,一些不良现象应该有所约束和收敛。他坚持主张在网上“起码的文明守则、公众道德”还是应该遵守,不能因为网络自由就口无遮拦,大发一些缺乏理性的言论。据悉,在博客实名制政策进行内部酝酿的同时,信产部还委托中国互联网协会政策与资源工作委员会“博客研究组”开展“博客实名制”的调研,研究成果将提交信产部供决策参考。

It is reported that in the real-name blog policy brewing at the same time, the Ministry of Information Industry also commissioned China Internet Society Policy and Resources Committee “blog research group” to carry out “real-name blog system” research, research results will be submitted to the Ministry of Information Industry for decision-making reference.
