Faced with rising prices, the impact of unemployment on the fiscal base, and the improvement of health conditions and rising consumption, clearly incompatible social insurance agencies are trying to find a solution to the financial crisis. In September 1982, the Finnish Social Insurance Agency invited the International Social Insurance Federation to convene an expert meeting in the city of Turku, Finland to consider these issues. The meeting was attended by researchers from 17 countries and managers of social insurance agencies, as well as the United Nations World Health Organization (WHO), economic cooperation and development.
