目前,按照党的十四大提出的建立社会主义市场经济体制和机构改革的要求,以转变职能、理顺关系、精兵简政、提高效率为指导思想,以实现机关后勤管理科学化和机关后勤服务社会化为目的机关后勤改革正在进行。这项改革的任务既艰巨又繁重既涉及到上层建筑领域的改革,又涉及到各方面利益关系的调整。从大环境看,它不仅涉及多方面的利益调整,而且有赖于财政、物价、税收、资产管理、劳动工资、社会保障等多方面的改革。从客观因素看,机关行政经费紧缺,机关人员工资收入水平低,第三产业还不发达,制约着机关后勤服务工作的发展。从主观因素看,机关后勤管理体制不顺,管理水平不高,服务机制不活,经济价值观念缺乏,后勤服务人员在思想上、心理上、观点上、经营上还有一个转变和适应的过程。认真研究解决这些新情况、新问题,切实把思想政治工作做好,为经济建设服务,推进机关后勤改革,这是实践给我们提出的一个重大课题。

Judging from the objective factors, the government has a shortage of administrative funding, a low level of wage and salaries of government agencies and a still underdeveloped tertiary industry, which restricts the development of logistic services. From a subjective point of view, the institutional logistics management system is not smooth, the management level is not high, the service mechanism is not active, the lack of economic values, logistical staff in the ideological, psychological, point of view, there is a business transformation and adaptation process . Seriously studying and resolving these new situations and new problems, earnestly putting ideological and political work well, serving economic construction, and promoting institutional logistical reform is an important issue that has been put forward by our practice.
