国家科委制定和推行的“星火计划”,主要是为提高中小企业,特别是为提高乡镇企业和广大农村的科技水平,为地方经济的进一步发展植入新的“胚胎”。“星火计划”是以农村经济体制改革和科技体制改革为背景产生的,是国家科委贯彻中央关于科技体制改革决定的一个具体实施计划,并已被国家确定为长期坚持的基本政策。因此,如何为“星火计划”提供可靠的情报保证,无论是在理论上,还是在方法和途径上都有若干问题需要探讨。情报工作如何适应这一形势的变化,从已有的理论中找不到现成的答案,从最初几回合的实践中也未必能总结出完全成功的经验,这就需要情报界不断地进行新的探索。本文试图就地方情报工作如何为“星火计划”服务谈一些粗浅的看法,谬误之处,请批评指正。
The “Spark Plan” formulated and implemented by the State Science and Technology Commission is mainly aimed at improving small and medium-sized enterprises, especially for improving the scientific and technological level of township enterprises and rural areas, and implanting new “embryos” for the further development of the local economy. The “Spark Plan” is based on the background of the reform of the rural economic system and the reform of the science and technology system. It is a specific implementation plan for the State Science and Technology Commission to implement the Central Government’s decision on the reform of the science and technology system and has been identified by the State as a long-term basic policy. Therefore, how to provide reliable information assurance for the “Spark Plan” has a number of problems, both in theory and in methods and approaches. How the intelligence work adapts to changes in this situation, finds no ready answers from existing theories, and may not be able to summarize completely successful experiences from the first few rounds of practice. This requires the intelligence community to continuously carry out new explore. This article attempts to discuss some of the superficial views on how local intelligence work can serve the “Spark Plan” service. Please correct criticisms for errors.
