把富民作为政绩考核的重要指标或主要指标,符合“三个代表”重要思想的基本要求。本来在某种意义上,经济发展只是手段或过程,其目的,从出发点到归宿点,无非是不断提高人民的物质生活和文化生活的水平和质量。离开这个目的,经济发展难免会走上歧路,导致经济增长虽快而人民生活的改善相对滞后,甚至有一部分人的生活水平下降,使群众的努力和贡献与其回报不相称,
To enrich the people as an important indicator or key indicator of performance evaluation conforms to the basic requirements of the important thinking of the ’Three Represents.’ In a sense, economic development is only a means or a process. Its purpose, from its starting point to its final destination, is to continuously raise the standard and quality of the people’s material and cultural life. To leave this purpose, economic development will inevitably go astray, leading to rapid economic growth while the improvement of people’s living lags behind. Some people even have their living standards declining, making their efforts and contribution disproportionate to their returns.
