一、开展横向联合的指导思想1.我国卫生防疫机构的管理体制仍然是延续从苏联引进的旧模式,条块分割,部门所有,相互封闭,各自为政,缺乏活力,远远满足不了人民对卫生防疫事业不断增加的需求。2.三十多年来,卫生防疫队伍人员少,素质差,仪器设备陈旧、不配套,检测手段落后,卫生防疫经费严重不足,卫生防疫站短线拉不长、穷站办不完,严重地影响了“预防为主”方针的贯彻执行。3.僵化模式严重束缚了人的思想,限制了对卫生资源的充分利用,限制了卫生防疫站的自我改造和自我发展能力,阻碍了卫生防疫事业的深入发展。
