本文论述了斯大林集权计划经济体制的形成、功能和内在矛盾;戈尔巴乔夫以“加速”为目标的经济结构改革和政治改革的失败;叶利钦推行自由市场经济的改革和给社会经济造成的损失;普京实施可调控市场经济而使俄罗斯经济有了稳定的增长。本文还分析了中国集权计划经济体制的形成、功能和内在矛盾,评述了中国在邓小平社会主义初级阶段和社会主义也可以搞市场经济的理论指导下经济转型的大体进程、社会主义市场经济体制基本框架的形成和出现的新问题。文章最后对中国在新时期经济转型中实施有效的社会政策和相关理论作了分析判断。
