中小学教师的流动包括自发与计划、主动与被动、无序与有序、定期与非定期几种类型。其中自发自主的无序性流动是教师个人的一种趋利性流动,会导致义务教育学校师资配置的更加不均衡与教育资源的浪费;而定期有序的计划性流动不仅有助于师资在校际间的合理配置,也有助于实现教育资源配置均衡和学校的均衡发展,有助于实现义务教育的机会均等。政府相关部门要积极构建有助于教师定期有序流动的制度机制,推动不同学校间师资的均衡发展。
