工程造价一般是指按工程预算定额和取费标准计算的每一平方米或每一栋建筑物的价格。就这个意义来说,工程造价和建筑产品价格具有同一含义。那么,通常所提“降低工程造价”便可以理解为降低建筑产品价格。怎样才能降低建筑产品价格?这是卅多年来经常研究的一个课题,这个课题涉及大量错综复杂的因素,是一个相当复杂的问题。对此,我国广大工程预算人员花了大量时间和精力,本着节约投资的原则,总想编出各个地区比较准确而合理的工程预算定额和各种取费标准。然而事实是每编一次新的定额,工程造价就上升一次。只要对工程预算定额调整的因素稍加剖析,形成上升的主要原因便会一目了然。远的不说,就以贵州省1977年制订的工程预算定额执行期间(五年)为例,出现对建筑产品价值产生影响的因素有:
