早在2005年,广西自治区党委、区政府就提出,在“十一五”期间,广西努力加快北部湾经济区的开发建设,并争取国家把这一区域像珠三角、长三角、环渤海经济区一样纳入国家总体规划。广西自治区的勃勃雄心是,把北部湾打造成中国经济增长的“第四极”,将依托沿海高速公路和铁路路网以及首府南宁市,逐步构筑以南宁为核心城市的“南北钦防”(南宁、北海、钦州、防城港)北部湾沿海城市群。
