2006年7月国务院颁布了重新修订的《大中型水利水电工程建设征地补偿和移民安置条例》,提出了对移民安置实行全过程监督评估的要求。推行移民安置监督评估是新时期移民安置工作的必然要求,是对原有管理体制的创新。文章阐述了水利水电工程移民安置监督评估的概念、原则、依据、任务和内容,以冀对开展移民安置监督评估工作有一定的指导作用。
In July 2006, the State Council promulgated the newly revised “Land Acquisition Compensation and Resettlement Regulations for Large and Medium-sized Water Conservancy and Hydropower Projects” and put forward the requirements for monitoring and evaluating the whole process of resettlement implementation. The implementation of resettlement monitoring and evaluation is an inevitable requirement for resettlement work in the new era and an innovation of the original management system. The article expounds the concept, principle, basis, task and content of the supervision and assessment of resettlement for water conservancy and hydropower projects in order to guide the implementation of the supervision and evaluation of resettlement.
