各民族共同团结奋斗、共同繁荣发展是新世纪民族工作的主题。为贯彻落实“一条主线、三个加强、促进三个分离”的藏区工作总体思路,四川省在2009年启动了“9+3”免费中等职业教育计划(以下简称“9+3”计划)。作为藏区三大民生工程之一的“9+3”计划,着眼弱势群体,将提高人口素质作为推动藏区治愚治穷,实现跨越式发展的根本之策。四年来,“9+3”计划为探寻民族地区青少年成长成才之路提供了积极的思考。
It is the theme of national work in the new century that all ethnic groups work together in unity and common prosperity and development. In order to implement the general idea of Tibetan work in line with the principle of “one main line, three strengthening and promoting three separate divisions,” Sichuan Province launched the “9 + 3” free secondary vocational education program in 2009 (hereinafter referred to as “9” +3 “plan). As one of the three livelihood projects in Tibet, the ”9 + 3“ plan focuses on the vulnerable groups and will improve the quality of the population as a fundamental solution to promoting the rule of poverty and achieving leapfrog development in Tibet. In the past four years, the plan of ”9 + 3 " has provided positive thinking for exploring the way of adolescent development in the minority areas.
