【背景材料】 2005年10月8日-11日,党的十六届五中全会在北京召开,会议审议通过了《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》(以下简称《建议》)。这次会议是我国全面建设小康社会进入关键时期召开的一次重要会议。会议制定的“十一五”规划是党中央提出科学发展观和构建社会主义和谐社会的重大战略思想后编制的第一个五年规划,是这一重大战略思想由理念全面进入实践的第一份“行动纲领”。
【Background Materials】 From October 8 to 11, 2005, the Fifth Plenary Session of the 16th CPC Central Committee was held in Beijing. The meeting reviewed and approved the “Proposal for the 11th Five-Year Plan for Formulating the National Economy and Social Development of the CPC Central Committee”. (Hereinafter referred to as “Proposal”). This meeting was an important meeting held in the crucial period when China’s comprehensive construction of a well-to-do society has entered. The “Eleventh Five-Year Plan” formulated by the conference is the first five-year plan formulated by the party Central Committee after proposing a scientific development concept and constructing a socialist harmonious society. It is the first comprehensive plan for this major strategic idea to enter into practice. A “action plan.”
