以2007年厦门发生的“PX事件”为例,探讨了手机媒介对于公众参与、社会融入(social inclusion)和市民性(citizenship)的培育和影响。以语音电话和短信传播为主要信息获取与群体组织渠道,厦门市民积极参与了当地的环境保护运动;与此相同,当地政府在事件后期同样以手机媒介为载体,积极搭建起沟通政府部门与市民百姓的公共信息发布与反馈平台。厦门“PX事件”为手机传播、公众参与和电子政务相互融合的研究提供了一种新视角:对社会民众而言,手机信息的传播扩散,为他们关注与参与社会公共事务提供了前所未有的空间和机会;对政府部门而言,手机传播的及时性、普遍性等优势,对于形成与规范信息沟通与反馈机制有积极的意义,是吸纳公民参与公共决策和民主监督过程、提升政府决策在公民群体中的理解和认同的有效途径。
Taking the “PX Incident” in Xiamen in 2007 as an example, this paper explores the nurturing and influence of mobile media on public participation, social inclusion and citizenship. With the spread of voice calls and text messages as the main channel for information acquisition and group organization, Xiamen residents have actively participated in the local environmental protection campaigns. Similarly, local governments, using the mobile phone media as a carrier in the latter part of the incident, actively set up communication government departments and citizens People’s public information release and feedback platform. Xiamen “PX Incident ” provides a new perspective for the study on the integration of mobile phone, public participation and e-government: for the general public, the spread of mobile phone information has provided unprecedented opportunities for them to pay attention to and participate in social public affairs Of the space and opportunities for government departments, the spread of mobile phones in timeliness, universality and other advantages for the formation and regulation of information communication and feedback mechanism has a positive meaning is to attract citizens to participate in public decision-making and democratic oversight process to enhance government decision-making An effective way to understand and identify with citizens.
