(一)清远市老促会于1999年换届后,比较自觉地抓好老促会的自身建设,注意调查研究,了解和解决各地老促会的自身建设问题,从有所作为上大做文章。根据这个指导思想,当年6月,我们即结合市政府组织开展扶持老区脱贫奔康和解决“五难”问题的检查,市老促会5位正副理事长分别参加5个组,深入到9个县(市、区)、17个老区乡镇、21个老区村委会调查老区脱贫奔康情况和解决“五难”问题,并同乡镇、村干部座谈,听取意见,研究扶持老区脱贫奔康和解决“五难”遗留问题的具体措施。通过这次调查研究,既使我们准确地掌握老区脱贫
