1990年2月4日,墨西哥政府和世界近500家商业银行的代表在墨西哥首都签署了一项减免墨西哥部分债务、降低贷款利率和提供新贷款的协议。该协议标志着第三世界债务国,特别是那些重债国与其债权人进行的偿债谈判已进入了一个新阶段,也标志着第三世界的债务解决取得了“重大突破”和“进展”。墨西哥总统萨利纳斯称之为“历史首创”。这一“历史性的事件”引起了国际社会的广泛兴趣和关注。促成墨西哥取得此次“重大突破”和“进展”的内外因素有:
On February 4, 1990, representatives of the Mexican government and nearly 500 commercial banks in the world signed an agreement in the Mexican capital to reduce some of Mexico’s debt, lower the lending rate and provide new loans. The agreement marks a new phase in the debt repayment negotiations among third world debtor countries, especially those heavily indebted countries and their creditors, and marks a “major breakthrough” and “progress” in the debt settlement of the third world. Mexican President Salinas calls it “the first in history.” This “historic event” has drawn widespread interest and concern from the international community.
