上海是全国省市中第一个开展未成年人保护地方立法的。1987年上海市人大审议通过了全国第一部未成年人保护地方性法规《上海市青少年保护条例》(2004年修改为《上海市未成年人保护条例》)。1991年,全国人大颁布实施了《中华人民共和国未成年人保护法》,上海未成年人保护立法比全国整整提前了4年。校园是广大未成年学生学习生活的主要场所,构建安全的校园环境,是保障广大未成年学生校园安全的基本要求。
Shanghai is the first province in the country to carry out minors to protect local legislation. In 1987, the Shanghai Municipal People’s Congress examined and adopted the “Regulations on the Protection of Adolescents in Shanghai Municipality” (the “Regulations for the Protection of Minors in Shanghai” in 2004), the first local law on the protection of minors nationwide. In 1991, the NPC promulgated and implemented the “Law of the People’s Republic of China on the Protection of Minors,” and the law on the protection of minors in Shanghai was four full years ahead of the national standard. The campus is the main place for the majority of underage students to study and live, and building a safe campus environment is the basic requirement to ensure the safety of the majority of underage students on campus.
