2008年初发生在我国南方大部分地区的冰雪灾害,给国家和人民的生命财产造成了极其严重的损失。这次灾害的突然发生,是对我国应对突发事件的预警、处置能力的一次全面检验,再一次敲响了建立突发事件应急机制的警钟。
The snow disaster that occurred in most parts of southern China in early 2008 caused extremely serious losses to the lives and property of the country and its people. The sudden occurrence of this disaster is a comprehensive test of our country’s ability to handle the early warning and disposal of emergencies and once again raises the alarm to establish an emergency response mechanism.
