水质规划目标 国务委员宋健同志在淮河流域环境保护执法检查现场办公会上提出2000年淮河流域水质变清。根据这一要求,确定淮河流域水质保护目标为:淮河干流及其一级支流、大运河(指长江以北、黄河以南全段)及其一级支流达到地面水Ⅲ类(GB3838—88,下同)标准,沂河、沭河为Ⅲ类,其它支流为Ⅳ类。在考虑充分利用水体自净能力的条件下,对河道径流量分别采用最枯月流量90％保证值、最枯月径流量50％保证率值和多年平均流量三个特征值,计算出淮河、浉河、
