美对华动用反补贴,经济因素之外还有着深刻的政治动机4月10日,美方将中国知识产权和出版物市场准入问题诉诸WTO争端解决机制。而这距美国发难中国铜版纸仅仅两周时间。美国时间3月30日,美国商务部长卡洛斯·古铁雷斯一纸对中国适用反补贴法的声明,标志着美国不对“非市场经济国家”出口商品征收反补贴税的判例正式终结,开创了美国对“非市场经济国家”征收反补贴税之先河。
