(一)凫山县前司法科承审员马復生(现任平邑县法院承审员),系地主成份,于一九三八年参加工作,始终亲手掌管家业。一九四六年土改与一九五○年结束土改的严重阶级斗争中,其地主阶级的反动本质原形毕露。在土改时,马復生任凫山县石墙区副区长,从现有七十余亩地中抽出三十七亩七分以抵债花样分给五个地主亲戚;在自己保留的三十六亩好地中,又隐瞒黑地十七亩。一九四八年又将分散之土地租出,收租直到一九五○年。于同年一月至八月,又非法盗卖土地共九亩。马復生既骗得了我凫山县人民政府司法科承审员的职位,又肆无忌惮地利用职权保护地主阶级利益,不仅破坏土改,而且打击村干,欺压群众。在一九五○年六月曾回家住半月余,唆使地主与过去伪保甲人员多人,诬告村工任正春十几次,自写呈文(马未署名)自行审理。一九四九年又明目张胆地支持苏坡村地主苏治岭诬告村干,竟扣押农会长秦加云、村长刘同太四十多天,虽经区村干部和群众联名保释,仍不释放,又将秦、刘二人撤职。
