WASHINGTON - Without a second-phase treaty to limit strategic arms talks, the Soviet Union may build a sufficient number of nuclear warheads and delivery vehicles to subdue the multi-purpose shelter system intended to be built in Utah and Nevada. This is the report of the Bureau of Technical Appraisal to Congress. The Bureau of Technical Accreditation is set up by the National Assembly with the task of making recommendations on technical matters. Dr. Peter Sheffman, program director of the Bureau of Technical Appraisals, believes the Soviet Union will have 9,000 to 10,000 ICBM warheads by 1990: after a two-to-one attack on the “militia” and other strategic targets The Soviet Union still left 7,000 to destroy MX’s shelter.
