目前各高校图书馆的采编部门纷纷实行定额管理,超定额有奖,完不成定额有罚。但高校馆本身不是一个经济实体,在经济上具有很强的依附性,因此,现在和今后相当长的时间内,奖金都是很有限的,这就从根本上限制了奖金的充分兑现。这个矛盾如何解决?我们设想,如果将“奖金”换成“时间”,把超定额变为超时间,是否同样可以发挥定额管理应有的效果呢?
At present, the editing and editing departments of various university libraries have implemented quota management in one after another, with over quota awards and no quotas and penalties. However, the university museum itself is not an economic entity and has strong economic dependency. Therefore, bonuses are very limited for a long time now and in the future, which fundamentally limits the full realization of bonuses. How can we solve this contradiction? If we change the “bonus” to “time” and change the super-quota into overtime, can we also exert the desired effect of quota management?
