1996年,是中国九十年代第四个洪涝重灾之年。前年冬,北方的大旱时间一直延伸到去年春夏之交,黄河断流达133天。大江大河水患紧接着就汹涌而至,一些中小河流也相继洪水肆虐,一时间全国半数以上的省、市、自治区发生了不同程度的洪涝灾害。 水灾引起国内外的关注,也暴露出一个令人忧虑的话题:中国人在对水旱灾害的认识上缺乏忧患意识。 In 1996, it was the fourth year of heavy floods in China in the 1990s. The previous winter, the drought in the north has been extended to last spring and summer, the Yellow River up to 133 days. Immediately following the floods in the major rivers, the floods ravaged some small and medium-sized rivers and floods occurred in more than half of the provinces, municipalities and autonomous regions in the country at any time.
