太平军鼎定天京后,出师西征,雄踞安庆、九江、武昌三大重镇,拥有皖、赣、鄂三块根据地,在天京上游筑起了牢固的防线。湘军崛起于湖湘,匆忙东征,自湖口大败后,挫折甚大。咸丰五年(1855年),胡林翼于危难之中领命署湖北巡抚,在冷静地分析了当时的政治、军事格局后,提出了夺汉口、取湖北,以湖北为基地东征太平军的战略计划。胡林翼深知要把湖北建成剿灭太平军的基地,就必须要有一支强大的军事力量和维护地方秩序、配合正规军作战的地方武装。为此,胡林翼下大力气对湖北的军事做了整顿。在胡林翼的努力下,湖北的军事力量得到空前的加强,也达到了其把湖北建设成为剿灭太平军重要基地的目的。本文仅就胡林翼整顿湖北军事的具体举措作粗浅的探讨,请大家指正。
