精神文明是社会主义的重要特征,是社会主义制度优越性的重要体现。努力建设高度的精神文明,是建设有中国特色的社会主义的战略方针,关系到我们党的战略目标和战略全局。党的“一个中心、两个基本点”的基本路线,是实现党的战略目标在现阶段的具体体现,而精神文明建设则是这条基本路线的重要内容。十多年来,全党以经济建设为中心抓得比较紧,这是一个很大的进步和思想上的飞跃。同时,也必须清醒地看到,有些同志抓物质文明建设的劲头比较足,抓精神文明建设的劲头不够足,仍存在“一手硬、一手软”问题;有些地方甚至以牺牲精神文明为代价换取经济的一时发展。这是不讲政治、不顾大局的表现。
