(一)党的八屆八中全会,在正确地分析了我国的国內形势之后,指出:“目前全党和全国各族人民的中心任务,就是要深入开展轟轟烈烈的厉行增产节約的群众运动,为完成和超額完成1959年的生产和建設計划而斗爭”。这是一个振奋人心的偉大号召,是六亿五千万人民在党的領导下向新的胜利进軍的响亮号角。这个偉大号召深刻地体現了党的社会主义建設总路綫的精神,充分反映了中国人民要求尽快地改变一穷二白的落伍面貌和高速度地进行社会主义建設的强烈愿望。因此,八中全会的决議公布以后,在全国各个战綫上,就迅速地出現了波瀾壯闊、来势汹湧、全面沸騰的增产节約的新高潮。
