弱势群体在任何社会、任何发展阶段都会存在,即使未来在世界范围内消灭了绝对贫困,相对贫困仍会存在,失业、残疚、自然灾害也都是无法被消灭的,所以社会救助在人类发展的历史中将长期存在,对社会救助制度的研究也将是我们研究课题中的永恒主题。建立多元主体的社会救助制度是新环境、新时代、新弱势群体的内在要求。多元主体的社会救助制度的各个组成部分,非政府主体和政府主体处在同样重要的地位。
Vulnerable groups will exist in any society and at any stage of development. Even if absolute poverty is eliminated in the world in the future, relative poverty will still exist. Unemployment, remorse and natural disasters will not be eliminated. Therefore, The long history of the existence of social assistance system will also be the eternal theme of our research topics. The establishment of a multi-party social assistance system is an inherent requirement of a new environment, a new era and a newly disadvantaged group. The various components of the system of social assistance for multiple subjects, non-governmental entities and government entities are equally important.
