为把我国建设成为一个有中国特色的繁荣富强的社会主义国家,全国从城市到农村正进行大规模的经济建设,我省和全国各省(区)一样为发展林产工业和多种经营,也正积极地准备和促进项目建设。但项目建设的成败,首先取决于选项立项是否正确。项目的选项立项工作不仅是国家计经委部门、企业主管部门的事,也是企业和企业法人代表的事,科研设计单位是先进科技力量的代表,因而,自然是首当其冲。 项目选项立项是否正确,项目建设是否按设计建成达产达标并发挥预计的效益,对实现我省林产工业和多种经营的发展目标至关重要。因此,各级领导和有关部门应十分重视,加强建设项目前期工作的管理,把好项目的选项立项关。笔者认为,对选项立项工作,对项目的可行性研究及审查,应坚持如下原则:1 项目是否符合国家产业政策的规定和我省的中长期规划
In order to build our country into a prosperous and strong socialist country with Chinese characteristics, the entire country is carrying out large-scale economic construction from the urban areas to the rural areas. As for the development of forestry industry and various management in our province and all the provinces (regions) in our country, Actively prepare and promote project construction. However, the success or failure of project construction depends first and foremost on the correctness of the options. Project Options Project work is not only a matter of state planning and economic commissions, business departments, but also enterprises and corporate legal representatives, scientific research and design units are representatives of advanced scientific and technological forces, therefore, naturally bear the brunt. It is of vital importance to realize the development goal of forestry industry and diversified management in our province according to whether the project option is correctly set up or whether the project construction is up to the standard of production up to standard and exert the expected benefits. Therefore, leaders at all levels and relevant departments should attach great importance to strengthening the management of the preparatory work for construction projects and setting the options for good projects. The author believes that the options for project work, the feasibility study and review of the project, should adhere to the following principles: 1 project is in line with the provisions of national industrial policies and the province’s long-term planning
