2003年8月30日,一些活跃在太原市龙潭公园练地书的爱好者自发地成立了一个群众性书画社,名为龙潭书社。没有场地,他们就在书画社社长李效忠家里或者马荣开的小饭馆开会、制定章程、选书画社领导成员;没有固定活动场所,怎么办?他们想到了与龙潭公园协商,公园领导立即腾出一间房,作为书画社的活动场所;没有办公用具,大家就把家里的桌椅板凳和书法用具拿到书画社。龙潭公园还为书画社在龙潭湖畔建起了50余平方米的作品
