基层水务管理制度改革取得长期发展,为秦州区水务一体化建设取得了一定成效,但是由于资金不足、技术力量薄弱等问题的存在,一定程度上制约着基层水务管理的发展。针对基层水务管理存在的问题和不足,从基础工作、完善政策、加大宣传、资金补给等方面提出发展对策,为秦州区基层水务管理更好发展进行有益的探讨。
The grassroots water management reform has achieved long-term development, and has achieved some results for the integration of water and water in Qinzhou District. However, due to the lack of funds and weak technical forces, the reform of grassroots water management restricts the development of grassroots water management to a certain extent. In view of the existing problems and deficiencies in grassroots water management, this paper puts forward some development countermeasures from the aspects of basic work, perfecting policies, increasing publicity and capital replenishment so as to make a useful discussion on the better development of grassroots water affairs management in Qinzhou.
