任何一个技术问题可有多种处理方法,均能使问题得到解决。但其安全储备的水平和经济效果的高低是不相同的。所以国家有关部门根据当时的技术条件和经济水平制订出一套适合国情的技术法规,用来规范技术问题的解决。在注册考试中这些国家标准的规定是我们用来判断答案是否正确的唯一依据。在一般情况下大家都接受这个观点,然而有一些技术问题国家标准的规定却为人们所忽视,人云亦云地采用随大流的方式来解决,不按国家标准规定的方法来处理。如《地基与基础》中的挡土墙设计就存在这个问题。
